Croatia Residency
To obtain a temporary residence permit, you need to apply in person at the local Ministry of the Interior (Ministartsvo Unutarnjih Poslova) office. A temporary residence permit is valid for one year and can be renewed. You will not be able to get permanent residency status in Croatia until you’ve held a temporary residence permit for five years. Again, foreign nationals have to apply for permanent residence with the MUP. Apart from five years of temporary residence, the only other ways you can gain permanent residency are through marriage to a Croatian citizen for at least three years, humanitarian reasons, or at the discretion of the Croatian government.
A citizen of an EEA Member State is entitled to permanent residence after five years of continuous legal stay in the Republic of Croatia. The Law prescribes specific exceptions, that is, categories of persons who can exercise the right to permanent residence even if they have legally stayed in the Republic of Croatia for a shorter period of time. An application for a residence card confirming the entitlement to the permanent residence shall be submitted by a national of an EEA Member State with the local police department or station.
What are the requirements for Croatian Residency?

- The applicant must have sufficient funds to support his or her family without requiring social care assistance during their stay in the Republic of Croatia
- The applicant and his/her family must have adequate health insurance
Like EEA nationals, non-EEA nationals are not subject to any minimum investment requirements when seeking permanent residence in Croatia. The procedure for becoming a permanent resident in Croatia involves two steps:
- Obtaining a temporary stay permit and a stay and work permit outside the annual quota
- Obtaining permanent residence permit after five years of legal and uninterrupted residence in Croatia
The non-EEA national can seek permanent residence after five years of uninterrupted residence in the country. The applicant should not be absent from the country for more than six months in a single trip and for not more than ten months over the five year period. The applicant must have a valid temporary stay permit when applying for permanent residence.
